Frugal Living: Is it common sense?

Due to the state of the ecomony, many people are realising that they have to start thinking of saving money.

Is it really as easy as not spending money? Doesn’t the government want us to keep spending money though to keep the economy going? How can we be frugal if we need to spend money which we don’t even have?
